Why do people blame George Bush on people drowning in New Orleans when they had a 5 day notice to get out?

These people had a 5 day warning to evacuate and the mayor did not do his job in evacuating these people. There were literally hundreds of buses that were never used. The stupidity of the American public never ceases to amaze me.
