What are some dependable sites that allow a 15 year old to upload ringtones for free?

I want to make sure that the site doesn't scam me or sell my number or anything. Also, many sites say that you must be 18. I'm only 15. Are there any programs that I need? Do they only supply ringtones to certain wireless providers? I have Alltel.
