Would this be consider as animal abuse?

My neighbor has their pug outside right now, at night,when its 33 degrees Fahrenheit outside, and letting it bark, so i really can't go to sleep :\ and wouldnt this be animal abuse since its really cold outside for a dog to be outside barking instead of being inside a warm,cozy house falling asleep??do u think i should call a pet abuse hotline about it??
