Shouldn't there be a penalty for hiding the death of a person...or is there?

Caylee's Law; is being organized by a senate..to prevent this from happening again..a law that would penalize anyone who did not report a missing child or the death of a child..as a felony..facebook has a petition and at Change.Org..
