My courier wont deliver my item?

i bought some sofas of ebay and arranged courier to deliver it. Paid �1000 for sofa and �125 for delivery cost, this courier held onto my item since sunday and keep saying their going to deliver and making new excuses every day, its friday now-still no sofa. Although they are communicating, they tell me we're coming so i book a day off at work, wait at home until 11pm ....no sofa...this has been going on for few days, they are not delivering. Also when they came to collect item initially, seller was saying they were being very careless and dragging it in (these are 2months old sofas)....so i raised a dispute with paypal but now they're refusing to deliver item until i close dispute, i said il close dispute as soon as they deliver, so they refunded my money back and have asked me to pay via other method other then paypal i.e, bank transfer, otherwise they wont deliver item!! good job i paid for the sofas using credit card via paypal, so credit card might compensate cost of goods, but im am sure what there doing is illegal, who can i report them to...what shall i do?
